Interim evaluation of the European Union's Civil Protection Mechanism

The European Commission is currently carrying out an interim evaluation of the application of the Union Civil Protection Mechanism (UCPM) that was most recently revised in 2014.

The UCPM was established by Council Decision in 2001 to support and facilitate the mobilisation and coordination of civil protection assistance in the event of large-scale emergencies occurring inside or outside the European Union which have overwhelmed that State’s own response capacity. 

As part of the evaluation process, EU citizens and all concerned stakeholders are invited to express their views by participating in an open public consultation.

To facilitate participation in the open public consultation, two distinct online questionnaires have been prepared for respondents with varying levels of knowledge of the UCPM and can be found at the links below:

The deadline for completion of questionnaires is 23 February 2017.

The results of the consultation will feed into the interim evaluation of the EU Civil Protection Mechanism. The European Commission will publish a staff working document, including a summary of the results of the consultation mid-2017.
