Public Consultation on the Review of Dog Breeding Establishment Guidelines
The Minister for Housing, Planning, Community and Local Government, Mr Simon Coveney, T.D. has announced a public consultation on a draft review document of the current Dog Breeding Establishment Guidelines.
Why we are launching a public consultation
In late 2015, the then Department of the Environment, Community and Local Government agreed to begin a process of review of the current Dog Breeding Establishment (DBE) Guidelines, under the auspices of the County and City Managers Association Dogs Working Group. The work undertaken to date has been to produce a first draft revision.
It is now considered essential to broaden the review of the Guidelines to a more formal public consultation, both for quality assurance and to address the need for openness, and inclusiveness.
Minister Coveney has therefore decided to proceed to a wide-scale formal public consultative process commencing on 1 December 2016 and closing on 28 February 2017.
Section 15 (5) of the Dog Breeding Establishments Act 2010 allows the Minister to go out to a public consultation.
How to get involved
Minister Coveney is inviting interested parties to make written submissions or comments, preferably in electronic format, on the draft revised DBE Guidelines by 5.30pm on Tuesday 28 February 2017 to:

Submissions should be as succinct as possible and should include the section(s) number(s) to which reference is made.

Submissions and comments will not be responded to on an individual basis but will be reviewed as part of the process.
What we will do with your comments
Please note all submissions and comments received will be made available on the Department’s website (http://www.housing.gov.ie) unless otherwise requested. In any event, all submissions received will be subject to the provisions of the Freedom of Information Act 2014. The onus is on persons making submissions and comments not to include material of a private nature in the body of their submission.
